CLARB Chief Executive Officer Matt Miller recently participated in a panel discussion hosted by the Alliance for Responsible Professional Licensing (ARPL) during the American Institute of Certified Public Accountants (AICPA) Council Meeting. The session explored how ARPL’s coalition of technical and high-impact professions, including accounting, architecture, engineering and landscape architecture, collaborates to strengthen public protection through responsible professional licensure.

ARPL was established to provide a unified response to increasing efforts aimed at deregulating professional licensure. The coalition brings together both regulators and professional associations to ensure policymakers understand that licensure exists to protect the public rather than to restrict opportunity. During the discussion, Miller emphasized that landscape architecture is often misunderstood. He explained that landscape architects design safe and resilient public spaces that contribute directly to the health, safety and well-being of communities. He noted that ARPL helps correct misconceptions and ensures that the essential role of licensed professionals is clearly communicated. 

Miller also highlighted how CLARB and its partners use ARPL’s research and advocacy resources to equip state boards and professional organizations with tested tools for defending licensure. He referenced recent case studies in West Virginia, Nevada and Florida where coordinated advocacy and data-driven messaging successfully prevented harmful legislation and reinforced the value of well-governed regulation. 

According to Miller, the success of these efforts demonstrates that protecting licensure requires collaboration and preparation. “When defending licensure, we’re stronger together,” he remarked. “ARPL provides a common playbook that allows every profession to speak with credibility and confidence about why responsible licensing matters.” 

Miller concluded his remarks by encouraging continued awareness and engagement. “No matter how well-known your profession is, it can become a target of anti-licensure attacks,” he said. “Stay engaged and vigilant at the local level. Collaborate with associations and policymakers to ensure that public protection remains a shared priority.”
