About

The National Council of Examiners for Engineering and Surveying (NCEES) is a nonprofit organization dedicated to advancing professional licensure for engineers and surveyors. NCEES develops and administers the Fundamentals of Engineering, Principles and Practice of Engineering, Fundamentals of Surveying, and Principles and Practice of Surveying exams, which are required for licensure across the United States. Through collaboration with state licensing boards, NCEES promotes uniform standards, professional mobility and public protection.

Mission

NCEES’s mission is to advance licensure for engineers and surveyors in order to safeguard public health, safety and welfare. The organization supports licensing boards by providing reliable, fair and legally defensible exams, fostering best practices in professional regulation, and ensuring that licensed engineers and surveyors meet consistent competency standards across jurisdictions.

Areas of Collaboration

CLARB and NCEES collaborate through multiple initiatives to support responsible licensure, promote regulatory best practices and defend the public’s interest.

  • Through the Interorganizational Council on Regulation (ICOR), CLARB and NCEES work alongside other regulatory organizations to harmonize policies, streamline licensure processes and reduce administrative barriers across design professions. This collaboration ensures consistent, competency-based licensure standards that support professional mobility while maintaining strong public protection.
  • In addition, CLARB and NCEES are active participants in the Alliance for Responsible Professional Licensing (ARPL), advocating for fair, defensible and balanced licensure policies that uphold high standards for highly technical professions like landscape architecture, engineering and surveying.
  • CLARB and NCEES also work closely together to support shared member boards, providing guidance and resources to help navigate evolving licensure challenges, strengthen regulatory laws, and ensure that licensing remains accessible, transparent and aligned with public safety priorities.
